The general employment permit is employer-led and turns on the labour market test: before a third-country national can be hired, the employer must satisfy the Department of Labour that the role cannot be filled by a Cypriot or EU worker, which involves advertising the vacancy through the Public Employment Service for a set period. The Department of Labour is the competent authority for this stage, and the employment contract must be in Greek, stamped by the Department, and on terms equal to those of a Cypriot worker in the same role. Unlike the EU Blue Card, this route sets no fixed salary threshold — pay must match the going rate for the position and cannot fall below the statutory minimum. Once the Department issues its approval, the file passes to the Civil Registry and Migration Department for the residence and work permit.

The EU Blue Card is faster and stronger where the position is highly qualified and meets the €43,632 salary threshold, adding EU mobility after twelve months. Companies registered with the Business Facilitation Unit as foreign-interest companies are exempt from the labour market test for highly skilled hires and can move in weeks rather than months.
